All-New, All-Capitol Avengers #116 – ‘So Make the Speech’

1. In front of the Washington Monument in Washington, D.C., Moon Knight, Spider-Woman, and Wolverine stand around, looking focused. The title of this comic strip, “All-New, All-Capitol Avengers Presents… ‘So Make the Speech’,” is visible at the top of the image.
Spider-Woman thanks Moon Knight for answering her call for assistance so quickly, and even arriving in the daytime. Wolverine unsheathes his claws, and remarks that Cap always asks him to come along to do the dirty work.
Moon Knight and Spider-Woman discuss possible motivations for an assassination attempt on the Mayor of New York City while he’s visiting Washington, D.C. Wolverine finds remnants of the bullets shot at the Mayor, and finds their smell familiar.
Spider-Woman contacts Captain America by radio - he’s across town, standing outside of the building where, in the previous comic strip, S.H.I.E.L.D. agent Charles Little Sky took his sniper shots at the Mayor. Cap’s glad that he and Wolverine agree that the shots fired at the Mayor came from a government-issue rifle (like one a S.H.I.E.L.D. agent would carry!). Cap announces his intention to go into the building and investigate.
In the sky above, War Machine chimes in, saying that the materials in the building are deflecting his scans, so he can’t promise Cap will be alone, once he gets into the building. Wolverine encourages Cap to wait for backup, but Cap isn’t interested.
Moon Knight observes how funny it is that Wolverine, of all people, is recommending teamwork. Inside the building, Cap finds the floor from which the shots were fired.
In the shadows, Charles Little Sky brings his huge sniper rifle around to point at Cap, but makes enough noise that Cap hears him.
Cap gets his shield up just in time to block the gunfire from Little Sky’s sniper rifle, but the force of the impact still knocks him off his feet.
The other Avengers hear the commotion over their shared communication channel. War Machine, definitely the nearest-by, prepares to come to Cap’s aid.

Now that the Mayor and the Major are safely under cover (and the President is nowhere to be found), the Avengers can go to work investigating the crime scene, which is apparently most of the National Mall. The Avengers’ relationship with federal law enforcement must be better than their relationship with NYC law enforcement, and NYC government, not to mention the President – why would they get to conduct their own investigation, otherwise? Maybe that’s why Spider-Woman invited Captain America down, specifically!
